According to a statement of the Vietnam Ministry of Foreign Affairs, the visit of Mr. Fumio Kishida from July 31 to August 2 took place at the invitation of the Deputy Prime Minister as well as Foreign Minister, Pham Binh Minh. On August 1, the two top diplomats of Vietnam and Japan had bilateral talks before the co-chaired meeting by the 6th Vietnam Cooperation Commission, and witnessed the signing of the exchange non-project aid. In this visit, Mr. Kishida also met the Prime Minister Nguyen Tan Dung, and the President of Vietnam, Truong Tan Sang, and other Vietnamese senior officials.
On July 25, speaking at a press conference, the Japanese Foreign Minister said that the visit to Vietnam was o strengthen cooperations on various issues relating to bilateral interests of the two countries, including maritime security. Plan of providing Hanoi with patrolling boats was expected to be a part of contents in exchange meeting between him and his counterpart. Responding to the aggressive act of China in the South China Sea, he asserted that Tokyo would oppose to any attempt to change the status quo by force. "I want to strengthen strategic ties with Vietnam. By dint of this trip, we have a chance to promote cooperation in different fields," the minister said.
Hanoi Tokyo relation since the meeting of the 5th Cooperation Committee of Vietnam - Japan in 2013 had a strong development. The two countries have upgraded the framework of relations as "strategic depth partnership for peace and prosperity in Asia" on visiting Japan of Vietnamese President Truong Tan Sang in March. Economically speaking, Japan is the biggest ODA partners, and the best investor as well as the fourth largest trade partner of Vietnam. In the first 5 months of this year, bilateral trade turnover reached nearly 10.7 billion dollars, of which Vietnam export mounted nearly US$6 billion, 12.6% bigger year on year. Cooperation in the fields of science, technology, labor, tourism, culture, information, education and local cooperation also have flourished.
On August 1, in a meeting with Foreign Minister of Vietnam, Pham Binh Minh, Minister of Japan announced to provide Vietnam 6 ships and equipment to ensure maritime security in framework of non-refundable 500-million aid package for Vietnam. According to Mr. Pham Binh Minh, the two foreign ministers agreed that the related sides in the South China Sea should comply with the Declaration on the South China Sea (DOC), and do not complicate the situation. Japan also provided Vietnam with lifeboats and other media accompanying ships. Vietnam Japan diplomatic relation has evolved strongly over time.
The two ministers also agreed to strengthen Japan's investment in Vietnam through deploying phase 5 of Vietnam - Japan Initiative, developing supporting industry in Vietnam, and exchanging measures to promote trade, including agricultural products. Simultaneously, exchange and cooperation in infrastructure construction, deployment forms of public-private partnership (PPP) projects such as bridges Bach Dang, Can Tho University, Vietnam-Japan University are conducted. Mr. Pham Binh Minh informed that the Prime Minister Nguyen Tan Dung officially had adopted the action plan for four sectors including agriculture, electronics, processing, forestry and fisheries, environment and energy savings in the industrialization strategy of Vietnam, in the framework of cooperation between Vietnam and Japan in 2020, and vision of 2030.
