Duong Lam Village to be reserved

As being recognized as a national heritage, Duong Lam Village is preparing to enter a phase of reservation and restoration. The ancient village is not just the convergence of many old houses, but also a place of long-lasting cultural values.

Reservation Duong Lam Village has been a controversial subject for years. The project on "Investing, reserving and promoting the value of Duong Lam Village in Son Tay" in the phase of 2014 - 2020 has been approved by Hanoi People's Committee. This brings great signals to villagers. Experts often say that Duong Lam Village is known as a "heritage village". Because it is not only the organic products of a continuous process of history containing many monuments and architectural values, but also an architectural space requiring renovation and development. Therefore, unlike specialized monuments as temples, pagodas and tourist sites in Hanoi, Duong Lam Ancient Village has nine smaller villages, 1500 household, and over 6000 villagers. In 2005, Duong Lam Ancient Village was firstly recognized as national heritage in Vietnam. The authority calls villagers for reserving the heritage to develop tourism in Hanoi. Yet, the benefit coming from services in the village just ensure the regular operating cost of the village management board.

According to this project, the national relic will be provided with 100% of investment capital. With the rest relics, the city will support 60% for constructing original items of the relics. And 40% is withdrawn from commune's budget and mobilized from villagers. Currently, Duong Lam Village has 99 ancient houses. There are 10 houses are being restored. In accordance with the project, there will be 10 houses restored in 2014-2016 phase, 30 houses in 2017-2010, and 49 ones in the following years. By 2020, there will be 125 of 258 three-class houses restored in the village, with construction budget of 6.2 billion dong, dismantling and damages costs of 37.5 billion dong. In the period of 2014-2016, there will be 90 four-class houses renovated and repaired. Project on residential land supply and exodus in Duong Lam is divided into two phases: 150 urgent-need households during 2014 - 2015, and 470 households from 2016 to 2020.

Prof. Dr. Do Van Tru, Deputy Permanent Chairman, General Secretary of the Vietnam Cultural Heritage Association said, this scheme is built meticulously, seriously with both overall and specific, scientific, practical and feasible basis. He said that though the project is issued quite late, but is is necessary and expresses the role of state's management on cultural heritage, and city's determination in preserving and promoting the value of Duong Lam Ancient Village. The project brings into play many upsides along with laws on cultural heritage and related documents, regulations of the government, and applies for particular context and characteristics of the ancient village. Implementing well this scheme is not only an important contribution to addressing the relationships between protection, promotion of heritage values ​​and local economic - social sustainable development, and improvement of local life. In addition, it motivates and inspires a sense of responsibility to local people in monuments' protection. It is also a great experience for the preservation and promotion of other ancient villages in Hanoi which are facing a strong impact of industrialization and urbanization.
