According to the Department of Transportation in Ho Chi Minh City, electric cars have advantages of not making noise, using clean fuels, and friendly-environment emissions. In the report of Ho Chi Minh People's Committee on "Pilot scheme of using electric cars to transport passengers in downtown area", the Department of Transportation believed that this friendly vehicle has more outstanding upsides than other means of transport using gas and oil. The electric cars do not cause environment and noise pollution. The scheme of using electric cars will trigger a new means of transportation that is friendly to the environment.
By researching, the department proposed two new plans of electric cars operation in Ho Chi Minh City center. In the first plan, the electric cars will work 24 hour/24 hour with the operation form like taxis in the city center, tourist attractions, restaurants, and hotels in major routes. Meanwhile, in the second plan, the new vehicles will work like buses with fixed routes. These electric cars will pass tourist spots, famous hotels in the city center such as 23/9 Park, Western Street, Me Linh, Lam Son, Nguyen Hue, Le Duan, Pasteur streets, Turtle Lake, and Thao Cam Vien, etc. The electric cars will pick up passengers in front of Saigon Opera House, Ben Thanh Market, Revolution Museum, Fine Art Museum, Reunification Palace, Ton Duc Thang Museum, Vietnam history Museum, Museum of Ho Chi Minh Campaign, and Saigon Notre Dame Cathedral. Saigon Central Post Office, Thao Cam Vien, Linh Son Pagoda, Madam Thien Hau Pagoda, Ngoc Hoang Pagoda,... and 12 biggest hotels in the city center.
Initially, the Department of Transportation recommended the Ministry of Transportation to issue standards on technical safety inspection, environment protection of these electric cars, as well as regulations related to drivers when involving in public traffic system. Particularly in the pilot phase, the department also suggested that the driving license of electric cars' drivers is B2. These drivers will drive on mixed traffic lane. To have the best plan, the city authorities asked the departments of Transportation and Culture - Sport - Tourism to coordinate with each other. In addition, it is necessary to analyze the psychology and need of tourists, whether they like to using this means of transportation or not. The initial pilot is just shuttling, not a tourist route. If the pilot is successful, the new means of transport in Ho Chi Minh City will be encouraged to invest more. Currently, the electric cars have been used in Hanoi Old Quarter and West Lake. In Da Nang, in March 2012, the first electric car route was open to serve tourist with the rate of VND 250,000/h, VND 350,000/2h, VND 450,000/3h, and VND 80,000/h with tours of above 5 hours.
According to the Department of Transportation, in last month, the agency received proposals of two businesses for using electric cars to meet the need of tourists on some major roads in the city center in the form of self-investing businesses. The city's authority will support mechanism, policies, and legal procedures for these businesses. In addition, the People's Committee of District 1 is considering the recommendation of opening the electric cars to transport tourists from 23/9 Park to tourist spots, restaurants and hotels... in the city.
