ADB supports to develop Green City in Hue

On March 10, in Hue City, Mr. Nguyen Van Cao, Chairman of Hue People's Committee had a meeting with Ms. Sofia, Head of the delegation of Asian Development Bank experts on infrastructure project for Green City in Hue development program.

The project was approved by the Prime Minister to adjust the list and the total investment cost on Decision 2331 / QD-TTg dated December 23, 2014. Accordingly, infrastructure project for program on developing Green City in Hue is performed in three provinces of Ha Giang, Vinh Phuc and Hue with an initial total investment of 1 million USD, US$ 800,000 of which is granted by ADB, the rest is the reciprocal of localities. The implementation period is from January 2014 to February 2015. However, due to the change in aid and new criteria for project implementation of the ADB, the project has been adjusted in terms of time and the overall level of aid is raised up to US$2.3 million. In which the ADB grants US$ 800,000, Urban Climate Change Resilience Trust Fund (UCCRTF) invests US$ 1 million, and the Netherlands Trust Fund (NTF) invests US$ 300,000, the remaining is counterpart funds of Vietnam.

At the meeting, Ms. Sofia, Head of specialist of ADB delegation said that to implement the project effectively, ADB has made disbursement mechanism based project implementation results. This is not only consistent with the policies of ADB's loan, but also ensures the implementation of the project on right schedule, progress, especially the quality of technical infrastructures for establishing investment in Green City in Hue. According to the plan, by the end of March, ADB will collaborate with localities to implement overall framework of project, and by September it will complete the entire project report. Besides, the ADB also suggests Hue to set up plan of implementation and complete records and procedures for investments, implementation packages by the end of November to complete for submission to the Council of ADB, sign loan agreement in January 2016, and early implement investment projects in March 2016.

Speaking at the meeting, the Chairman of Hue People's Committee, Mr. Nguyen Van Cao appreciated the cooperation and assistance of ADB for green urban investment projects in Hue, and pledge to direct relevant authorities to implement projects on schedule and facilitate the assistance of ADB's consultant group for successfully implementing work and tasks of project in Hue. As one of heritage destinations in Vietnam with many cultural world heritages, Hue city is expected to implement the project successfully. Chairman of the city said that ADB needs to research, consult and support not to overlap in the first investment planning, but match the green urban development with conservation of cultural heritage values in Hue.

Chairman of the People's Committee of Hue province said that to develop a green city, the province had to eliminate projects affecting the environment. Instead, Hue province will build a system of local legal basis for economical use, energy efficiency and natural resources to implement green growth. The province will change patterns of production and consumption to create a friendly environment in Hue, green industrial development, and green agriculture, green services, prevent and treat effectively environmental pollution, and form a friendly environment life style. Hue is striving for getting 95% of urban areas, 70% of industrial water treatment systems, collectors and solid waste treatment with specified standards, and 100% of medical waste collected and treated to meet environmental standards, and public green land area of urban municipalities of over 5 m2 /person. As being one of projects for investments in Vietnam of ADB, Green City in Hue will be a spot light attracting more investors in the region and in the world.
