All approved portable electronic devices(PEDs) can be used from gate to gate on almost global flights of Delta.On flights to/from Singapore and Jamaica, all electronic devices must be turned off and stowed before pushback and while the aircraft is under 10,000 feet. Passengers will be advised onboard by flight attendants of these and any other exceptions.

Can I use Wi-fi on Delta Airlines flights below the height of 10,000 feet?

No. According to the regulation of FAA, Wi-Fi can be used only upon reaching an altitude of 10,000 feet. In addition, the Wi-Fi on aircrafts of Delta can be use when aircraft reaches the height of above 10,000 feet.
