No. According to the regulation of FAA, Wi-Fi can be used only upon reaching an altitude of 10,000 feet. In addition, the Wi-Fi on aircrafts of Delta can be use when aircraft reaches the height of above 10,000 feet.

Gogo is the unit providing Wi-Fi servicein aircrafts of Delta Air Lines. On board, flight attendants will announce when an aircraft is equipped with Wi-Fi.
